Those spinning wheels seem very random.
i am pretty sure there are a 2-3 seconds to shave off without any crazy tricks, i just got sick of the level and decided this will be good enough. @ 0:33 seconds, i think it may be possible to jump on the middle turning platform so you don't have to do a walljump, i did not try doing it that way so i am not sure if it is possible, but it seems like it could be, somehow i never thought of trying it.
